The attention of all the District Educational Officers and Regional Joint Directors of School Education in the State is invited to the references cited.
The Foundational Literacy and Numeracy (FLN) Mission is a flagship initiative being implemented in all Primary and Upper Primary Schools across the State covering Classes I to V from the Academic Year 2022-23 onwards. The programme aims to strengthen foundational literacy and numeracy skills among children and ensure the achievement of grade-appropriate learning outcomes at the foundational stage.
The sustained efforts undertaken by the State over the past four years have started yielding encouraging results, as reflected in national and third-party assessments. The progress achieved is evidenced through national surveys such as P ARAKH and state led third - party FLN Annual Assessment as detail below
A significant improvement of 10 percentage points has been observed in the performance of Class III students between NAS 2021 and PARAKH/PRS 2024. Telangana improved its ranking from 36th position to 26th position among all States and Union Territories.
The percentage of Grade II students able to read sentences in Telugu has increased nearly fourfold (4 times) between 2022 and 2026, as evidenced in third-party FLN Annual Assessment Surveys.
The percentage of Grade II students able to perform subtraction operations has doubled (2X growth) during the same period, state led third - party FLN Annual Assessment.
While these achievements indicate positive progress in foundational learning outcomes, sustained and focused efforts are required to ensure that every child attains foundational literacy and numeracy competencies appropriate to their grade level.
Accordingly, to further strengthen the implementation of the FLN Mission during the Academic Year 2026-27, comprehensive implementation guidelines and Class-wise and Subject-wise Monthly Focus Competencies (MFCs)/Learning Outcomes (Lakshyas) have been prepared and are enclosed herewith.
Further, in addition to the universal implementation of the FLN programme across all Primary and Upper Primary Schools, the Department has initiated FLN Competent Schools - Phase I during the Academic Year 2026-27 in selected Primary and Upper Primary Schools. Detailed guidelines regarding the implementation of FLN Competent Schools - Phase I will be issued separately.
The guidelines contained in Annexure-] and the Monthly Focus Competencies (MFCs)/Learning Outcomes (Lakshyas) enclosed in Annexure-II shall be followed meticulously by all schools to ensure effective classroom transactions, meaningful and joyful learning experiences, and achievement of the intended learning outcome by all students.
Therefore, all the District Educational Officers in the State are requested to issue necessary instructions to all management of the schools through the Manda! Educational Officers (MEOs), Complex Headmasters (CHMs), Headmasters of Primary and Upper Primary Schools, and all teachers concerned for strict implementation of the FLN Programme in accordance with the enclosed guidelines during the Academic Year 2026-27.
