  2. Seniority: Junior teachers (as per seniority) should be identified as surplus during the adjustment process.

  3. No Mutual/Triangular Adjustments: Teachers should not be deputed on a mutual (A to B and B to A), triangular (A to B, B to C, and C to A), or similar basis.

  4. Reporting Date: Teachers adjusted to a new school must report by 13.06.2025 and begin their duties.

  5. Temporary Arrangement: These adjustments are temporary and do not constitute a transfer. The teacher's salary will continue to be drawn from their previous station.

  6. Reporting Requirement: District Collectors must provide details of adjusted teachers to the Director of School Education, Telangana, Hyderabad, by 30th June 2025. The Director will monitor the entire process.

Implementation Details

  • District Collectors must issue speaking orders detailing the necessity of such adjustments.

  • Adjusted teachers must report to the new school immediately.

  • These arrangements are temporary and not considered transfers.

  • Salaries will be drawn and paid from the individual's previous station.

Memo No.3845/Ser.II/A1/2025, Dated 27.05.2025, reiterates and reinforces the above guidelines, emphasizing minimal disruption during teacher adjustments.

Minimum Teacher Requirements

The following tables show the minimum number of teachers required in schools based on enrollment:

  1. Primary/UPS Primary Sections

    • Up to 20 Students: 1 Teacher

    • 21-60 Students: 2 Teachers

    • 61-90 Students: 3 Teachers

    • 91-120 Students: 4 Teachers

    • 121-150 Students: 5 Teachers

    • 151-200 Students: 6 Teachers

    • For every 30 students over 200, one additional teacher shall be provided.

  2. UP Sections

    • 6th - 7th - 2 Teachers

    • 8th - 3 Teachers

  3. High Schools (See Annexure)

Steps for Work Adjustment

Stage 1:

  • A. Surplus teachers shall be adjusted in the same Gram Panchayat.

  • If two primary schools function in the same premises, treat them as one unit.

  • B. If two Upper Primary Schools or one Upper Primary School & one Primary School are functioning in the same premises, treat them as one unit.

  • C. If two High Schools function in the same premises, treat them as one unit.

Stage 2:

  • If no requirement in the same Gram Panchayat, adjust surplus teachers in the same School Complex within Mandal.

Stage 3:

  • If no requirement in the School Complex within Mandal, adjust surplus teachers in adjacent/nearby school complex within the same Mandal.

Stage 4:

  • If no requirement in the adjacent/nearby school complex within the same Mandal, adjust surplus teachers in adjacent Mandal/nearby Mandal.

Stage 5:

  • If no requirement in the nearby/adjacent Mandal, adjust surplus teachers in other Mandals within the District.

District Collectors are authorized to make these adjustments based on school-wise and subject-wise requirements, issuing speaking orders detailing the necessity. Adjusted teachers must report to the new school immediately. These arrangements are temporary, and salaries will be paid from the previous station.

District Collectors are requested to furnish details of adjusted teachers to the Director of School Education by 25.09.2024, using the enclosed proforma.

Annexure: Teacher Requirements for High Schools

This section provides a detailed breakdown of teacher requirements for high schools based on enrollment in classes VI to X, specifying the number of Subject Assistants (S.A.) needed for Maths, Physical Science, Biological Science, English, Social Studies, 1st Language, and 2nd Language. It lists the number of teachers required based on student enrollment.
